Was wondering ... if one player wants to use a red dot and the other player doesn't. The other player wants to use the Cue thats always on the table, what happens?

I carry two red dot balls in my case for this very reason ... I don't like to play with mud balls, etc.
But, to me, this should not be a question for an individual match. I think it should be decided for the entire night. And there is another wrinkle here. Most red dots won't return on a scratch, so if the table is not open you need a key to retrieve the cue ball ... or more quarters.
And to further complicate things, Phil told me at the singles qualifier recently held that you cannot use personal cue balls at higher level tournaments. I used my cue ball(s) at the Mix but only after talking to Taz and getting approval. And I asked my opponent before switching the cue ball for the matches I played.
I'd be curious to know the "official" response.
