I was wondering if the computer is correct for controlling the skill level of players all the way to national level, why do a group of reps come together and decide who they thing should be moved up?
Do they ever consider who should be moved down ????????
Every person on any givin day cay play 1 or even 2 skill levels above what they are but if it was on a consistant level then the computer would move them. Why do the reps think just because they have seen a player play well they should move thier skill level. I have never heard of the HRC coming together to lower someone.....
Yes this is a can of worms and yes i opened it....... Sound OFF!

I believe that the Handicap Advisory Commitee is strictly that....advisory. It is in place to help the league office spot those players that are manipulating the system/playing in the gray areas (aka sandbagging...cheating!!!) in a manner that may not be discernable by the computer program. Yes.....it can and unfortunately does happen.
Secondly, those individuals that are members of this commitee are typically those that are VERY familiar with the persons they are evaluating and do not use a "one night of excellence" performance as the basis for their evaluation.
Kudos to Taz and Phil for even implementing this, as it is not mandatory by the APA.

Manipulation is only a small part of the HAC's concern. Mostly, the goal is to make sure skill levels are accurate heading into Regionals in June. Most of the time there is no suggestion of manipulation at all.
There are a number of instances where a player's ability is not reflected accurately by a computer program. As good as our system is, there is no single system that is accurate 100% of the time. For instance Derrick, there is a player in your division who is a five at 7:30 and a three by 9:30. If you think hard enough you can probably figure out who it is.
There always has to be an element of judgement in the system. One element is the review I do every single week, when I do in fact adjust players up AND down. But more than that, we need people who actually see the players play on a regular basis, thus the reason for the HAC. Doug is correct, they are long-standing members of the League who are present and paying attention on a regular basis. They see players play more than once, so their opinions are not based on one good match.
The key word here is advisory. The HAC makes recommendations, both up and down. I collect those recommendations and use that combined with the computer record, scoresheets, and other writeups that we may have received on the players in question. I then implement the changes that seem reasonable, which is usually about half of those that are recommended.
This year approximately 30 players (about 2.5% of our active members) were raised as a result of HAC recommendations, and two players were lowered. In most cases it is actually impossible for me to lower a skill level as a result of HAC, because if a player is calculating at the higher level or is locked in by the national office I cannot force them down.
The process we go through now with regard to HAC is a result of feedback from our players. I suppose I could just silently raise the affected players over the course of a few weeks and make no mention of HAC, and there would be much less of a reaction from the players themselves. However, we consider the HAC to be an important part of the Equalizer system and we have no concerns with letting the players know that this part of the system is in operation. You may disagree with the results, but we feel the process is necessary.
A few years back we published an article in a newsletter addressing the reasons for the HAC. The article received very positive feedback from our members, so we have decided to post it on this site. It will be up soon and I will post a link when it is there.

Not to be picky, but it is not HRC, it's HAC (Handicap Advisory Committe).
This might be a good time to refer to your team packets (folders). There is a one page write-up titled "How Your Handicap Advisory Committee Works". It will explain the process in a bit more detail for those who are interested.
