Here's a thought - since the handicaps in 9-Ball go down to 1 why doesn't the APA change the limit to 21?
Seriously, in our 9-Ball divisions we have 7 9's and 14 8's. We have 20 1's. That sounds pretty even to me. If you increase the limit to 25, the few 9's we have would congregate to make combinations like 9-9-5-1-1 and dominate the league.
The idea is not new. It has been brought up, discussed, and studied ad nauseum by the national office and league operator network. It isn't going to happen.
