Here is my suggestion if anyone cares to listen. Like Kerry, I have observed fouls while no third party was watching. At that point it is the shooters call if it is a foul or not. I have witnessed many occurences where the shooter called a foul on him/herself as I have and will continue to do so. And I thank you for that. When I observe a "Foul" when no third party is watching. I ask "Was that a good Hit?" If the shooter says yes there is nothing I can do at that point. but after the match I ask the captain and shooter to come to the table in recreate the shot. and explain to them why that was a bad hit. I "Educate" both on what to look for in the future on a bad hit.
There is a need for a class for new players and/or captains on rule interpretations. I am an umpire for softball and have to attend a rules clinic every year. I would be willing to host such a clinic if it is backed by my league Operator. A couple of hours will all it will have to be. (Hopefully)

I totally agree with you...
what do we need to do to change these rules?
it is very common to see a VERY under rated player play at a skill level far below his or her actual skill for SEVERAL weeks, trying to "establish" his or her "real" skill level, meanwhile beating players who are ranked "correctly" and causing chaos in the rankings.
any player who deliberately plays his or her game to keep their ranking at a lesser level should not be allowed to play.

The rules on "sandbagging", which I believe you are talking about, are VERY clear......just follow them! EVERY team captain is given skill level evaluation forms at the beginning of each session. If EVERY captain filled one of these out when they wished someone to be looked at, the issue of "under-rated" players would be less likely to occur. If you have reason to believe they are being "coached" to play this way, write it up on a sportsmanship form. I KNOW that this will not be tolerated! In the not too distant past, a team(s) was stripped of their titles/HLT qualifications just for this very reason!
Now, that having been said, I believe that a skill level is not truly "hard and fast" until around the 10 match level. So, give new players the benefit of a doubt. If you believe that an established player is "sandbagging"  , write 'em up!
As a former division rep, whenever I was questioned about a particular players playing ability and skill level, the first thing I asked about was if the evaluation form had been filled out. 99.9999999% of the time the answer was no! One, maybe two write-ups probably won't effect a change but......it will most likely get them up in the radar zone.

In answer to Kerry, I think the answers are as follows:
1) Women can't play as well as men??!!! ALL new players should be rated the same.
2) You make an awesome break, setting up all the solids for a run out only to find out you dropped a stripe and they are tied up! The pros are given choice. I think that this might be one of the first examples where its easier to play in the pros!

Wow Doug, I can't believe you said that women can't play as well as men. I know it is true but to say it here is gutsy. We all know that women are the inferior sex on this world, but they do have their place in it. So lets not be to hard on them. Remember we still need them around for very important duties like: fetching snacks or beers when the game is on, keeping everything nice and clean, and the all important sex thing. My little brother works great for all those things, but a lot of guys don't have a little brother. So we must use the women for these duties
So mums the word Doug, we don't want them finding out about this.

Kerry....It is with great saddness that I pass on the following email to you.
"To: Mr. Kerry Randolph
From: Man Law Rules Sanctioning Committee
Mr. Randolph:
It has been brought to our attention that you have recently egregiously violated the Man Law Covenants and have left us with no choice but to suspend you from Manhood for an indeterminate length of time.
Specifically the violation is of Man Law 56, Section(e), subsection(XXIV) which states:
"No person of membership shall at any time devulge these Covenants and Restrictions without expressed written consent from a minimum of 62 members of the Governing Body."
This Law specifically addresses the roles and duties of those persons specifically banned from membership in Manhood.
This matter is not open for appeal but any response will be used to determine the exact length of said suspension.

As you now I am a high ranking official in the manhood, and have set on many committees for the sanctioning and instituting of new laws for the Manhood.
I guess you do not have the new rule book. If you will find a current one and look at Man law 56, section (e), subsection (XXIV)You will see that there are several additions to this law. Provision (c) states:
If the discussion is in an open and public forum and is a reply to a statement by another member, or is to try and squelch the illegal discussion by the other member the heretofore mentioned member shall not be subject to any disciplinary action, henceforth, and therefore shall be exempt from such punishment. Quid pro quo, and carpe diem.
Therefore I not step in it as much as you would think I did.

SO - Mr Randolph, do you live anywhere near The Mix? Will you be around for the Singles Regionals? I would like to place a bet (on myself) that this "woman" can take you out in an APA 8 ball race. I am merely a female and only a 4!! $50 or a beer, whichever you prefer and don't mind losing.

Now Fran, I don't know what you're used to, but up here we don't allow gambling in the APA, and I'm pretty sure your league operators wouldn't allow it either...
