Is is possible for a player to be #2 MVP (37ish pts) for a division, play 8 games with 6 or 7 wins and hold a skill level of 3? If so, how? (Sandbagging by the player is not an issue here.)

Yes. The player could have had a very nice season playing mostly highly rated people. I have seen happen before and it usualy happens on a team with a lot of low players.

Another thing to look at is if they started the season as a 2.

also depends on the player's history and experience. A brand new player is not going to win 7 of their first 8 matches and stay a 2 or 3. However, if someone with a couple of hundered matches under their belt for their apa career, it's definitely possible to go on a winning streak or losing streak and not have the handicap be affected.
