I am not complaining about the current reps in my division,but it would be nice to have the opportunity for other people to get involved in higher level discussions.I think it would be good to get different points of view.

First off, you are talking about two completely different groups.
The HAC (Handicap Advisory Committee) is hand-picked by your league operators. There is a complete and detailed write-up in every team packet. Please take the time to read it. All of your questions should be answered; however, if you have any remaining (after you read the information) please feel free to post again.
