There is absolutely nothing wrong with the picture. What we have is someone who simply does not believe in the handicap system. Winning a match does not automatically raise someone's skill level. There are at least 15 other factors that make up the formula that calculates skill levels. The win or loss is but one of those factors.
Although rare, players have won a match one week and the following week they find their skill level has gone down and vice-versa (lost a match and skill level went up). This is due to the average of all matches in their record. One match alone does not raise or lower anyone's skill level, except for brand new players.
